Legal Question in Traffic Law in California

Does one have the right to pay a witness to an auto accident to compell them to provide information about what they saw ? In other words , someone saw an accident i was involved in , I get their name and license plate number from the CHP then contact them and offer to pay for a written deposition or personal appearance in court and they accept my offer. Would the offer and acceptance be legal ? Thanks.
