can a officer let you go after they pull you over,then give you a ticket later with out you knowing

The court cannot do anything to you "without your knowing." To do so would violate your Constitutional right to due process of law.
When someone is issued a traffic citation long after a traffic stop, the citation must be properly "served" or delivered to you in a manner allowed by law, and it must give you notice of the date, time and place to appear in court to contest the citation. Otherwise the court will dismiss the case.
