Legal Question in Consumer Law in Colorado

Collections - Father's debts put on sons SS # by hospital

My son has the same name as his father. A local hospital put all his father's debt's on my sons SSN# and turned them over to a collection agency under his name and SSN and not the father. This has happened before and my son just paid the old debt. Their medical records have been mixed in the past at the same hospital when my son went in for surgery. That was a potentially dangerous situation given they have different allergies and medical conditions. My son is in Japan in the USAF and has been effected by the credit reports. What legal recourse if any does he have against this institution and how can we assure that his credit report is clean, not just corrected? We've tried in the past to fix this yet it has happened again. We also want assurance that it won't happen again.
