I own a duplex and my renters on the other side did not pay there electric bill that is in my name, could i just have there electric turned off?

No.

If you are the owner, get a separate meter installed for the rental unit, they will have to establish their own account with the electric provider. Send them a registered letter informing them that they owe you for the electicity. If they don't pay, take them to small claims court (for the electric bill). If your lease states that they will reimburse you and they don't, then file for an eviction.
