can a person over the age of 18 get stop by a cop and given a citation for not wearing a seat belt according to law 316.614

More than likey, the answer is YES. However, if the person was on a school bus, city bus, farm tractor or motorcycle, moped, or bicycle, there is no violation of the statute.
