Is a public school principal allowed to scream, threaten, and use "fighting" verbage toward faculty and staff?

Not if screamng and threatening is prohibited by school staff regulations.

If the principle is threatening you with physical harm, and he is close enough to you to actually cause that harm, then he is assaulting you, and this is a criminal act. If he touches you, it is battery.
