Back-billing

We have been living in our home for 2 years and have had the same phone company the entire time. Ever sense we have lived here we have not received a phone bill from our local server. When this first started happening we called to inform the company of the error but were told there was no problem with the billing. We have just now received a bill for the entire past year and were wondering if we were responsible for this payment or if this is the responsibility of the phone company? Thank You

You should be able to reach a plan to structure the payments to fit your budget. That is about the best you can expect.
