What court do I sue someone for libel in?

A co-worker who is known to acuse people of disrimination when she is angry or doesn't get her way, recently sent a letter to our boss stating that I was trying to get her fired because she is Cuban. Up until this time I thought we were friends. She accused me of several different things but it all boiled down to her saying I am prejudice and racist. This is a blatten lie and she knows it, she did this out of spite because I could not give her the schedule she wanted. I want to sue her for libel but cannot afford an attorney. I am a reasonably intelligent person, I have read some books, but live in a small town. Do I sue her in small claims or civil court? I really don't wish to collect any great sum of money, just a written apology and retraction to go in my employee file and to let her know she cannot use her ethnic backround to intimidate people and get her way. I will have no problem proving she has lied malicioussly.
