Legal Question in Immigration Law in Florida
I was a respondent in a petition for injunction for protection against dating violence back in 2003, the final judgement was an restraining order and an anger management course, i finish my course and that's all. there was no arrest, no charges, no conviction, no plea agrement, only that her petition was granted. now i'm applying for naturalization and on part 10 of the n400 D "good moral character" question 15 (do you ever commited a crime or offense for which you were not arrested? ) yes or not?

As a general rule, crimes of domestic violence show lack of good moral character, and could be even a ground for deportation (even for a permanent resident). Anyone convicted for domestic violence, or who was a perpetrator of a domestic violence crime should consult an immigration attorney before applying for naturalization to see if he qualifies, and if it's safe to do.
