apartment complex not refunding money
a friend rented 2 bdr apt. for 950. month. Gave 1,800.00 for 1st and security. No lease agreement signed. The day upon moving in the landlord would not allow the 18 yr old daughter to move in She said she was a bad influence on her daughter. Finally she said she could for 200.00 more a month. My friend could not afford that so she didn't take the apartment. She never set foot in apartment other than the one time to look at it. The landlord of apt. complex only gave back 950.00 and refuses to return the other 950.00. Does she have the right to do that?

She should not have the right to do so based on the facts you posted. It will take a small claims action, probably, to get the money back.
