Due to a clich in the social security disability system that has not been fixed yet I have been unable to pay my rent and my apartment is all inclusive except phone. My landlord says he can't pay my light bill and that they are going to have them cut off. I am disabled and on SSI and SOCIAL SECURITY DISABILITY. I am not trying to not pay them but I had to choose between my meds and rent. He doesn't seem to be fussing about the rent as much as threats of no electricity. Can he cut it off? They have not filed any notice of eviction.

No. He should not be able to cut the electricity off, but you may be looking at a 3 day eviction notice. Try to pay something even if you can't pay everything you owe.
