I have a person on my will that i no longer want to be a recepient of my assest. can i cross off a name from my personal will?

No. You would need to prepare a codicil and have it properly witnessed.

Crossing out the name of a beneficiary would not impact the bequest and could invalidate the entire document. You need to either have a new will drafted (best option) or have a codicil prepared (2nd option).

No, you cannot do that because it will make the will invalid. You should either execute what's called a codicil to a will or draft a whole new will. A codicil should be relatively inexpensive.
