Photographers Copyrights

I paid a photographer to shoot my portfolio. Now he is selling one of those pictures (on a internet wallpaper download site) without my permission. I never signed a release or verbally agreed to this. He says he owns the copyrights to the pictures I paid for. Is this true? Can he sell my pictures without my permission?

The photographer may own the physical picture but that doesn't necessarily give him the right to exploit it commercially. If you didn't sign a release and the resultant use wasn't authorized by you through some clear and disclosed policy of the photographer you may want to check GA privacy laws or laws that prohibit the use of someone's name or likeness for commercial purposes without their written consent.
