Father always day late for visitation

Father has visitation from 6:00 Friday to 6:00 Sunday every other weekend. He always picks up our son on Saterday. He returns our son on Sunday between 1:00 and 3:00. I have asked him to please give me a specified time of arrival and he refuses. My son has waited and waited for hours after I tell him his father will soon be here to pick him up. My four year old son gets upset. Can I refuse visitation or does the father get visitation as long as it is anytime during the specified hours and days in the final divorce decree?

You must refer to your agreement. Does the agreement set out the notice requirements regarding pickup? If the father's tardiness is detrimental to the child you may want to communicate in writing to your ex regarding the effect his tardiness is having on his son and voice some veiled threat regarding possible court action if he continues. Again, refer to the agreement.
