Legal Question in Family Law in Georgia

My husband is on H1 and i am on H4 visa status.

I gave birth to baby boy in Feb 2014 in US. I wish to go to India with the baby. My Husband is not supporting me in filing my baby's Visa / PIO application. He says that i can go alone and i should leave the baby in US. I want to know my rights as a mother here in US.
