are parents responsible for a civil action against a college student who is 20 years old?

The answer could be yes and could be no. As you posted no facts, there is no way to respond.
In most cases, the 20 year old is an adult and is responsible for his own problems, and the parents are not. However, parents may be responsible in several situations, including but not limited to a suit involving a loan they cosigned, and suits involving a vehicle they provide for the adult child.
