property damage by a juvenile

Are the parents of a 15-year old minor responsible for her property damage? The minor broke my child's 200 dollar camera and her parents refuse to replace it. There were witnesses and the minor admitted guilt. The minor also left my child a full confession (in an IM) on the internet (Myspace). I don't want to take the parents to Small Claims Court, however, they are being unreasonable about this situation.

Take them to small claim's court.
