when I refused to accept settlement offer my workers comp atty. quit

atty broke our contract by quitting. Do I still owe him anything

You are asking for a guess with no facts. No one knows what your contract says, or the reason or reasonableness of your actions or his actions. If you get a new lawyer, discuss with him or her (in the beginning, as it might be a factor in the new atty taking the case).
