Legal Question in Family Law in Illinois

My boyfriend (he is from a family of Gypsies-from Chicago) when he was a child - he newer went to school, now he is 33 year-he does not know how to read and writers, the government of USA signed a child's right-a right for the right to education, this document was signed in 1990, when he was 13 years old, and he was already working and making money on food, to not be hungry!

He had no choice, in 16 years of his married without papers on the same ignorant, and he became 16 years old father of two daughters, he is now on the street-moonlight that repairs cars, his life was just raped by the fact that he is illiterate

Who will help me with advice, where and to whom to appeal The government returned him to compensation and allocated money for his education

And his parents are just as illiterate people too

Sorry for my bad English, I'm illiterate too, but I came to America, I was 45 years old, and i am imigrant from Russia
