Is it illegal to have a DNA test done by the father of my child for a school project of one of his other children to determine the paternity of our child without my acknowledgement?

It's probably not illegal but the story is probably not the truth either. Can't imagine something like the determination of parentage being a school project. BTW you don't say why your rights in the matter would be greater than the fathers.
