Legal Question in Family Law in Illinois

My mother was my custodial parent growing up, and my father was never around.

During the course of me growing up it was a constant battle to get my father to pay the child support, he would constantly change jobs and move to different states.

He still owes back support, and since the state of Illinois where my mother lives can't find him, they are now attempting to force her to pay the child support that my father owes. They have even put it on her credit record, making her credit score drop severely, is there any legal precedence that makes this tactic for the state to get their money this way?

I live in Florida so does my biological father, but my mother lives in Illinois where I was conceived and born.

what you are saying makes no sense. Only if she falsely received benefits will they go after her.
