I received a "letter ruling" form the judge in my divorce case. It said that my husband was to pay me the settlement within 30 days of the entry of the order. Is the letter ruling considered the entry of the order?

A letter rulijng is typiclaly not an order. You or the other party are required to prepare a formal order for the judge to sign, Until that order is entered, the time period does not begin to run.
