Sibling Visitation
Example: I had one child by husband. We divorced. He remarried and had two children by new wife. They divorced and moved to nearby state. Exhusband does not exercise his right to visitation but the 3 estranged siblings need cooperation from parents to allow/facilitate their visits to each other. Can anything legal be done to assure the kids are not forced to divorce each other?

You can't force someone to spend time with his kids. Visitation between the non-custodial parent and the kids is a right, not a responsibility.
You can solve this problem by being the one to do the transporation and coordination to make the sibling visits happen. But you will need at least his permission/cooperation to do so.
