What are the laws regarding safety of an employee in the workplace,if the employee has been harassed by another employee and the employer refuses to follow up on it?

It depends upon what you mean by "harassment." If you are being harassed due to your race, gender, religion, etc., then there are laws to protect you.
If, on the other hand, you are being harassed because you wear unfashionable clothes, for example, seems quite difficult to find a viable claim.
