I want to set up a policy that at the age of 65 employees must retire.
can I do this ?

Such mandatory age-based retirement policies are usually deemed to violate the ADA unless you can show a clear connection to the requirement and job safety/business necessity. This is a very difficult standard and has been upheld in few professions such as pilots.
