what is the fastest way to get renters out for not paying rent?

There is no "fastest" way because there is only one way--by filing a complaint in forcible entry and detainer. If you try any other way, e.g., turning off utilities, changing locks, removing doors, you are getting yourself into more hot water than you can imagine. Do it right, and if you are unsure of how to do it, hire an attorney.

Unfortunately, the best and perhaps quickest way is to file a suit - forcible detainer (eg, eviction). Most attorneys handle such actions for a relatively reasonable fee. You can force them out of the apartment through that action and obtain a judgment for the unpaid amounts.

The first step is serving a 5 day notice (available at stationery stores). Then you have to file a forcible eviction (joint action for possession and rent due). Then you have them served by the sheriff. Then you get a judgment. Then you have the sheriff enforce it (if necessary) by forcibly removing the tenants. Contact me if you have any more questions.
