There are several things you can do. You can start with the last address known, and try service there- with a request for forward mail information from thepost office. You can try to contact other family members, hire a private detective, etc. The court will want to know that you have tried to contact the parent. If you are talking giving up parential rights, the more you have the better. When the court requests publication, they want an add ran in the legal notice section of the paper for at least 30 days. Depending on your area, you can contact your local clerk's office or paper for costs.

Hire a skip tracer. Look for a relative, a friend a former employer. You have to show the court that you tried to find the parent.
