my fiance was taken to the us when she was a little girl and when she turned 18 she moved back to mexico on her own will she still be bared from the us?

If she left the U.S.A. before she turned 18.5 years of age, she shouldn't be inadmissible or banned. However, in practice the U.S. consulate in Mexico interprets the law differently.
