Legal Question in Criminal Law in Maryland

I paid someone's court and attorney fees to stay out of jail. It has been over 8yrs and I still haven't received a dime. My question is what is my rights?

Depending on your arrangement with the person, you may have a cause of action for breach of contract. That is civil instead of criminal in nature, even though the money may have been for a criminal case. If you go to mdcourts.gov and then to the tab for the District Court of Maryland, you will find useful information. You may also want to post this again in a forum for contract or civil litigation.
