Legal Question in Civil Litigation in Maryland
For theft under $100. to which one pleads guilty, do I need a lawyer, public defender? What is expected outcome: probation? fine?

You should always seek legal representation, as even in a "guilty" case there are things an experienced criminal lawyer can do for you. If you qualify based upon income, the public defender can represent you. You may be eligible for a probationary disposition which will not cause a conviction to go on your record.
