Is it legal for my employer to suspend me for mental instability without just cause and when its not interfering with my work ability?

You might have a claim under the ADA if your employer meets the Act's requirements. You should review the EEOC website. www.EEOC.gov. You may also have a claim under Maryland disability laws.
