Legal Question in Disability Law in Michigan

my auto was towed from a housing complex, must be a resident and have a permit or park in the vistors area, I parked in the handicap area with my handicap permit on dash. My vehicle was towed when I came out 20 minutes latter. residents of this complex must show proof of insurance to receive a parking permit many of the residents don't have insurance so they parked in the vistors spot. leaving vistors with no place to park. is it legal to tow a vehicle from a handicap parking spot with a permit on display? I live in Ypsilanti, Mi. this happen in Superior Twp, Mi about six miles from where I live. The management is aware of this problem but has done nothing to correct it, the towing truck hide and wait for people like me. I am now afraid to go and pick up my grandchildren they live at this complex, I have been told that even if you are sitting in your car waiting for someone the tow truck will block you in and impound your car. it cost me $240 to get my car back all of this happen in about 45 min. is this legal to take advanage of the public in this matter? the address that the towing wrote down is incorrect I looked for that address and could not find
