Legal Question in Family Law in Michigan

Custody/Adoption

I have full custody of my 10 year old daughter. Her biological father by his choice has no contact with her what so ever. He does not even call her on her birthday, Christmas, nothing. We have been divorced since she was aprox 1 1/2 years old. For the last 8 years I have been remarried and her step father is interested in adopting her. Her biological pays just enough child support to keep himself out of jail and it is now payroll deducted, again not by his choice. Due to her biological father not being in contact, what can we do to pursue this? Can we legally at least change her last name? My daughter has been asking to have the same last name as myself, her step father, and brother.
