Personal Protection Orders

Is it possible for someone to to have a Personal Protection Order placed on another individual in an effort to prohibit them from visiting a cemetary for the purpose of placing flowers on a grave?

I doubt that the person buried in the grave needs personal protection, especially from flowers. A "personal protection" order protects a person. That applies to a person who is alive I assume.

No. But you might get an injunction if the person is doing this for a bad purpose. But flowers seem respectful, so I doubt that your case would have any merit.
