How can I file a claim against someone, in small claims court, if all I have is a first name and cell phone number?

What kind of claim is it if that is all you have?
There are methods of ascertaining cell # owner.
WHat is claim amount?
You can subpoena info from cell phone co. once claim is filed in DISTRICT COURT, but not CC since you need an address for Defendant to file in CC.
