Legal Question in Immigration Law in Minnesota

My mom received her green card in 1973. My dad passed away in 1979. She was not able to meet the rules of going back to the States every 6 months via Singapore after my dad's death. She was given the option of either giving it up or go back to the States. Hence, she gave the green card up in 1980 to the US Embassy in Singapore as at that time she wanted to be closer to her family. I am now 31 years old, while my mom is 51 years old. I would like to sponsor her over as she could be closer to me and my family. I went tru the I-130 application and paid my dues. I received a letter yesterday requesting an explanation to the fact if she still has her greencard. According to the INS system, she was issued a greencard in 1973. Asked if she gave it up or was it revoked? What should I say in my letter? Do I have to go tru the application when I could just renew the greencard? She no longer has the greencard. Is this an easy process or do I have to go tru the whole sponsoring process. What should I do? Please help! Thanks.

She can no longer renew a green card because she is no longer a permanent resident. In 1980 she surrendered her green card. If you have some documentary proof of that, it has to be submitted to the USCIS. If not, explain the situation why she is no longer a permanent resident.

I understand that she hasn't been traveling to USA since 1979-1980.

Because she lost her permanent residency in 1980, she has to be petitioned by someone (such as yourself) for a green card again. Yes, you and she have to go through this immigration process again (petitioning, sponsorship, applying for a visa abroad).
