Legal Question in Immigration Law in Minnesota

My nephew recently got charged with a DUI. His green card is expired, however his parents became US citizens before he was eighteen. Now he 21 and in jail and is unable to get a bond, because immigration is requiring that he get a birth certificate or have to prove that blank names are his parents. However when we fled our past country, we werent' aloud to have an existence in that country and therefore do not have birth certificates. What should I do to assist my nephew?

Get a proof of his permanent residency or USA citizenship (if his parents naturalized while he was under 18 and in their custody in USA). There could be secondary documents if a birth certificate is not available, especially for someone who emigrated to USA from abroad. If he has his A#, any ICE agent can verify names of his parents in his A file.
