Free parking for all or none?

My grandmother (80) lives in an 16 unit apt bldg in SW Mpls. There is a parking lot with 16 spaces - 1/apt. There is no extra charge for parking, it is inc. 1/apt when she rented but they are ea. ''assigned'' a space. My gma was told by the agent that parking came with each apartment. My gma doesn't own a car-but my wife (granddaughter)does - and we use her space 2-3 times a week for shopping/visits etc. The new res. mgr. called my grandmother and told her she couldn't have the space anymore if she didn't have a car. No money was credited/rent adjustment for this change. Then she put up a sign offering the space to whoever needed it. My gma explained that she is frail and used the space for her family who came to care for her and take her places. The women told her that didn't matter. -- Is this legal or discriminatory? I believe either all spaces are rented/pd - or each apt gets a space and they are all free. Can you give ''free/included'' parking to just people that own cars? Street parking is limited and down further steep stairs in the front that would pose a hardship in the winter - esp with the walker she uses. Is she discriminating toward the elderly in favor of younger drivers?

I would need to see the written lease.If not addressed the management could put up a sign limiting parking to residents only. Call for more info.
