loss of income

I own a Mobile home park I have it for sale. The City was going to buy it to develope it. so we signed a purchase agreement and they procided to evect everyone, which upset me the way they did it. the tenants got legal aid to help. Legal aid got the city to back out of the deal. But I have lost more then helf of my income with most of them moved out. Now I haven't got the money to pay the utilities and the city is theatening me with turning off the utilities. on top of thet I had people come in and take $1500 worth of equipment out of the park and I was told by the police there that it is a sival matter and I can't press charges. Can I use title 18 for loss of income? And can I make them press charges?

You may have an actio for breach of contract and estoppel.
