My 16-year old daughters backed into another student's car in the school lot in early September. She says there were just some scratches, although her mother and I never saw the evidence. We asked for three estimates and some pictures of the bumber. Today, 12/17, we receive a letter from the father with an estimate for almost $500. The estimate was from late November, well over two months after the incident. What are our obligations?

The best course of action is to turn this over to your insurance company and let them handle it.
Sometimes even low-impact collisions produce significant body damage, and that might account for the $500. If you have insurence, they'll take care of it, although it may affect your rates. If you do not have insurance, you can be sued and there is a possibility that if you do not satisfy the judgment that you could lose the right to license the vehicle.
If you believe your daughter was not at fault, you could hire an attorney and contest the matter, but without insurance to pay the lawyer, this could wind up being rather expensive.
