Legal Question in Civil Litigation in Missouri

medical records

I want to know how to file a petition to get a copy of my great grandfather's medical records. He was in a mental institution in MO in 1930 and in 1964. Or he may have been in from 1930 until 1964. He was deceased in 1964. We were told we had to get a court order to release the records to us. Please tell me how we can do this.

What we need to do exactly. Thank you for your help.
