we are renting a house and it is infested with fleas. Isn't it the landlords legal duty to fix the problem and make our living conditions healthy?

If you are renting an entire house,a nd not just a an aprtment in a building, the burden of eradicting fles may be different. The first place to look is at what your lease agreement says about periodic maintenance. That may tell you whose job it is to deal with these fleas.
Next, you may look at the source. Do you have pet in or near the house? If you do, then you are probably repsonsible for riddin ghte place of felas, and you might lose you security deposit if you do not. If you do nto have pet, and you recedntly moved into the premises, you may be able to show that the fleas predated your occupancy. In that case, the landlord may be responsible for ridding the place of fleas. If they are responsible and do not do anything within a reasonable time after you inform them of the problem, you may be able to hire someone to rid the place of fleas and reduce the amount of rent you pay to cover that expense. Be careful, there are certain way sto do that, and you run the risk of getting stuck with the bill if you do it wrong.
