serving answer and counterclaim

when serving the answer and counterclaim does the opposing party have to be served within the 20 day response time and if service is done through mailing is the party considered served upon the date of mailing or when they receive it?

No. It only has to be put in the mail within 20 days and more importantly, filed with the Court within that time.
