Re: collecting a debt
You can hire a collection agency or an attorney to directly collect the debt. If you get a judgment against them, you may be able to put a lien on their property, but you may also be able to use other methods, such as wage garnishments and/or bank levies. This answer assumes that the debt is valid. I would advise either hiring an attorney or a collection agency, rather than doing it yourself, as you may run afoul of the Fair Debt Collection Practices Act if you try to do this yourself.
This answer should not be construed as legal advice nor does it create an attorney client relationship. It has been prepared with little information on the underlying matter. You should seek an attorney to further discuss your matter.

Why don't you just call up a CA? They should take care of it for you.
