megans law supervision

background:someone has a 'sexual' conviction and has been on parole since being released in june 07 and max date was dec 11th.paperwork indicates non megans law offense. question: parole officer is now saying megans law supervision may be possible. how can this be avoided? is a lawyer needed? who can u complain to about po who mentions this 3 weeks after max date?
