Legal Question in Family Law in New Jersey

Mother of my child (20 months) have joint legal custody. A previous court order states that "if either parent wishes to take child out of state seek permission from other parent". Last court order states that I am to have my daughter this weekend for 4 days. I had notified by email on monday that I will be picking up my daughter at court ordered time 8am at her house. I didnt get a reply, I emailed again yesterday about it, no reply. I called the house and grandmother and no one picked up. I recieved a. Email from the mother of my cbild informing me that shes in virginia even after I told her two weeks ago I didnt want my daughter leaving the state. She said she will be back on monday. What am I to do? Call police tommorrow when I arrive at the house and tell them issue an amber alert? I dont know for sure if my daughter is in virginia. Its only by her word. Should I also tell the cops I want a warrent for her arrest? Jurisdiction is paterson nj
