Legal Question in Traffic Law in New Jersey

I was stopped in my driveway driving an unregistered, but insured vehicle at 3 AM on Sunday a few nights ago. The car was unregistered because I had just purchased it earlier in the night, and had no method of getting it back to my house other than driving it, with plates off my old car that I intended to transfer. I was caught doing 53 in a 40 in my town, by the police from the next over town. They followed me without lights on until I stopped in my driveway. I was never in the other town, I live close to the border but I was never in their town limits. Do they have the jurisdiction to come into my town and write me 4 tickets? I questioned their jurisdiction and they told me that they would "talk to the police in my town, and have them mail me an additional ticket" which I already know is BS because of the Double Jeopardy law in NJ.

What should I do? Hire a lawyer?
