If my sisiter refuses to sign her refunding bond and release form and the other three siblings sign theirs, can her not signing hold up the releasse of our share of the inheritance

Yes. Unless all beneficiaries have signed off, the executor should never make final distributions.

If your sister refuses to sign, the other option is for the executor to file an estate accounting in court and seek court approval of the accounting and distribution...If approved by the court, then the refunding bonds and release are not needed and the distribution can be made.
