can my dog be put down without a judge or court order?

It depends on who "owns" the dog and/or why. You are not giving enough info here. There are cases where one spouse wants to euth the "family" dog but the other does not and we had to advise she/he could be in trouble if he/she did so w/o more, for example, a cert from a vet brought to the court. So, explain more before we can help.
