Legal Question in Credit and Debt Law in North Carolina

credit problems

Can some one be sued without being summoned. like if they are homeless and the agency is using a past address and they deliver the summons to that address. What happens

If they cannot locate an individual, the plaintiff can serve the defendant by publishing notice in the newspaper.
